A Pacific storm fueled by tropical moisture pummeled the California capital with rain over the weekend and may have killed at least three people in the West, officials said.
Sacramento appeared to get the worst of the winter front’s atmospheric river — a long, narrow band of moisture from the tropics — with widespread flooding, the closure of a key highway, and fatalities.
Mandatory evacuations were activated for residents of the Point Pleasant community south of Sacramento on Sunday afternoon, Sacramento County officials said. They expressed concern that floodwater rescue efforts in the area would become more difficult as night fell.
“Flooding is imminent in the area,” the Sacramento Office of Emergency Services said in a statement. “Flooding becomes very dangerous after dark. Please stay out of the area and off the roads while it is still light to reasonably see any danger.”
About 1,600 residents who signed up for cellphone alerts received messages with evacuation orders, county spokeswoman Kim Nava said.
Three levee breaks along the Cosumnes River in Wilton County have been reported since the storm first hit the area Saturday, prompting fears of flooding in those low-lying communities, he said.
The river reached its highest water level ever recorded at 76.22 feet around 11:30 am. On Saturday, Nava said.
Hand-held cell phone video showed several vehicles with their windows up and up Sunday. NBC affiliate KCRA in Sacramento reports that dozens of engines have been rescued from vehicles stranded in high water in Sacramento County.
Flood warnings remained in effect for several communities south of the capital until further notice, the National Weather Service said.
On Sunday, first responders found a body in a vehicle submerged in floodwaters on Dillard Road, just south of Elk Grove on Highway 99, KCRA reported.
The cause of death and the identity of the deceased were not available, and the Cosumnes Fire Department did not immediately respond to a request for information.
Portions of Highway 99, including a stretch of more than a mile south of Elk Grove, were closed Saturday night, according to the California Department of Transportation, or Caltrans, and reopened Monday morning.
On Sunday night, the California Highway Patrol stopped eastbound traffic on Highway 80 at Donner Summit northwest of Lake Tahoe after multiple vehicles were involved. The snow was stuck to the shoulder, but officials were allowing motorists to make the trip without snow chains.
The 50 freeway east of Kyburz was reduced to one lane in each direction overnight after rocks hit the freeway, Caltrans said.
The effects of the storm were felt from the US-Mexico border to Northern California, even as it moved eastward into the Rocky Mountains.
Although the last three years have been the driest on record for the state, the atmospheric river provided snow in the Sierra Nevada mountains, the state’s natural water storage reservoir. The National Weather Service said Sunday that nearly 10 inches of snow fell at Nevada’s Reno-Tahoe Airport. On Saturday the facility reported “heavy snow” causing flight delays and cancellations.
By late Saturday, downtown San Francisco had recorded more than 5 inches of rain, a one-day total surpassed only by a November 1994 flood in the history books.
Nearby Oakland, however, set a one-day record with 4.75 inches of rain, the National Weather Service said. The number surpassed the record set in 1982.
At Lighthouse Field State Beach in Santa Cruz County, about 80 miles south of San Francisco, the body of a 72-year-old man was found under a 120-foot cypress tree Saturday afternoon, park officials said. The victim’s name was not available.
In Breckenridge, Colorado, a man and his adult son were downed in an avalanche Sunday afternoon while hiking and skiing in an area outside the boundaries of Breckenridge Ski Resort, the Summit County Rescue Group said in a statement.
The father was able to escape and call for help, but when rescuers arrived, they found his son buried in the snow and dead, the team said.
Experts said the first week of the new year will bring wetter weather to the West, fueled by storms in the Gulf of Alaska and tropical rainfall in the Pacific.
“Chances for precipitation will increase again Monday and Tuesday as the Pacific Storm system continues to impact the region,” the National Weather Service said.
“Next big system starts Tuesday night,” NWS Bay Area forecasters tweeted.
